Icos glanced back at his team, listening carefully to what they had to say before looking back at the Admiral, "We're done here." He said turning his back on the Admiral, "Let's move."
Icos stepped out into the hall and waited for the door to the Admiral's office to close before he spoke, "Other than the fact he wants us to take out his garbage, I think it's a fair to say we actually may have some high ranking Dust agents here. I don't think it would be a bad idea at all to look into them..."
Icos was looking for any sort of lead, they had been completely dry for months. Dust was hiding themselves well, thankfully they didn't count on one of their people getting panicked like this.

"Well, you are the one leading this mission against Dust." Zahkriit said as walked out with Icos. He pulled out his small notepad and wrote down some notes as he followed him to the Elevator. "So, when do we start on the investigation?"

Icos took the files in hand and glanced through them again, "Looks like there are three viable routes we can take... As Natalia had mentioned, there's the Thelotian Financial Minister; he's been selling people's tax forms to the Dust Collection Agency for years now. How involved within the agency is unknown, it can be reasonably thought that he may not know where their bases are, but are able to get in contact with high ranking officials. There's a man known as Vras the Decapitator who runs a band of Proti assassins from To Chameno. This Dwarve lives comfortably in the city while taking contracts from just about anyone who pays, although they seem to have a very close relationship with Dust Collection Agency. And lastly a man named Hyke, who appears to have been a part of the Skotadi mana tribe until he was banished from the group several years ago. They appear to be very connected with Dust, the organization he runs appear to be a skeleton company for Dust's operation outside the city. This guy is responsible for running mana, slaves and all sort of Dust commodities between the three cities of Northern Zoi."
Icos glanced back, "There are a couple of other names, but they don't seem to have as much interest as these three."

"Well then, how exactly do you want to go about this?" Acutus asked, giving his rifle strap a quick tug to pull it further up into his shoulder. Although he wouldn't say it out loud, he was rather disappointed with this whole affair, the idea of cleaning up someone else's dirty laundry simply because they'd left too many links back to the organization that they were supposed to be committed to destroying sat poorly in the Agent's stomach, but for now, he would get by.
"After all, you seem to be in charge of this little operation, so it seems fitting that you continue to give the orders." He leaned in close, so that none of the other sailors nearby could hear him and possibly hand messages back on to the Admiral.
"Plus, I don't trust that man as far as I could throw him, and as with most officers, I can't throw him very far."

"Yea, that's the royalty in his blood. It makes him think that if there is anything that needs a leader, he must lead it." Zahkriit say as he finished writing, "However, Dust have been a problem and it is our job to investigate them." He started to think as they got next to the elevator door and pressed the button. He took a deep breath from his nostrils and looked back at the group "I think if we are going to go after these three, we might need to consider taking them down at the same time. It could spook other Dust members, but if we get all three, then we could build a better lead. I worry that if we go after them one at a time, that a message of this list will go out and spook the others into hiding, or worse a bounty on our heads. What do you think Icos?"

"We've already got Dust after our heads, no reason to stop now." Icos shrugged, "We go after all three at once. The only problem remains is that our group of four can't handle such a massive operation, we'll have to call in reinforcements from the IIA to back us up on one of these operations..."
His eyes drifted to the twins first, "Which one do you think you can handle?"

"The financial minister will be the most difficult to get close to, so it would be safe to assume that we'd be the best equipped to go and take care of them." He made a motion with his head towards the rifle over his shoulder, hinting at what he was getting at. "We'll be able to take up a position in and/or on top of a building nearby, set up my rifle, wait for the target and then drop him from a fair distance. It would make getting in, killing them and getting our far easier than needing to get up close."
He looked across at Natalia.
"Do you agree?" He asked her.

"He would be heavily guarded," Natalia agreed, "We'd have to be very clean too. We can't let there be any evidence that IIA assassinated a top Thelotian official. I don't suppose killing him is all you want us to do?"
"I want information," Icos stated, "If I didn't think we could gain anything out of this I wouldn't be suggesting such. So if you decide to straight away kill him, you'll need a way to go through his things, otherwise you can always extract information another way." Special ways of extracting information was something taught in the IIA, although admittedly Natalia was already well versed in the art of extracting information within a given amount of time from her experience in the Failed States.

"When we shoot him down, there'll no doubt be search parties sent out to try and find whoever it was that killed him in such an act of randomness." Acutus pointed out. "They won't just send your average soldiers either. If we wait around, eventually someone will show up. We take care of them, leave one alive, interrogate any information from them that we so need and then leave." He paused for a moment. "But it would draw the operation out significantly... Our only other option would be getting close to him, and as we said, he'll be heavily guarded, meaning that that option is kind of... Null..." He gave a slight shrug. "I'm good with a sword, but I see no reason not to play to our strength as a sniper team."
He looked across at Icos.
"Again though, the choice is yours. If you feel there's another operation we're more better suited for, I'll happily hear it."

"In my experience Dust doesn't send their own people in these acts, they would let the soldiers or police deal with it." Icos said, thinking through the situation. Either way, they needed to take all three down at the same time, and if they had to condemn one of the men to a swift death, who would it be?
The Thelotian Minister sold information directly to Dust, how much he'd know of their structure of power and bases they use would be small, Icos could imagine. Vras appeared to work more closely with Dust, perhaps even knowing some of the people in top positions, so perhaps Icos and Zahkriit should take Vras while the twins wiped out the Thelotian Minister and grab any information they could. He'd have to leave the last one to other IIA agents, Icos wasn't looking to strike at their distribution, he wanted solid information on who was in charge - it was harder to replace somebody that could run a massive gang like Dust than it was to set back up another distribution center.
"Take out the Thelotian Minister and do what you can to get as much information as possible. I'm not looking to merely clean up the Admiral's mess, I want to get some concrete leads out of this."

"Indeed." Acutus said, doffing his cap slightly before looking across at his Sister. "If that's the case, we should really get moving as soon as possible then, we have an awful lot of work to do. We'll need to recce the site which we'll be using to take the shot from, use it to get a good look at the Minister and see what his day-to-day routine consists of. You know, does he have a set point in time in which he goes for a coffee? Set toilet breaks? The usual monotony of being a sniper." He took a moments pause, glancing around the group. "On top of that, we need to go out and get the supplies that we'll need for surviving until we take the shot; Food, water, the little things."
"When do you want him dead?"

Such activity was needed on both sides, Icos and Zahkriit needed to travel to To Chameno and recon the place to find the best time to grab the guy. Icos measured the time in his head that they would need, before looking back at the group and holding his hand out to show the number three.
"Three days and within two hours before or after twelve. They won't be able to act within that time, we'll still have the element of surprise if you intend to strike at eleven and we act at one."

"Wonderful!" Acutus said, taking a slight bow, doffing his hat once more.
"Then, I suppose we should take our leave with each other. Once we've done what we need to get done, we shall come and rendezvous with you in To Chameno, forty eight hours after we've made our kill. That should give us some time to break into his office under the guise of investigating the murder, and rummage around and see what we can find."

"We'll have all the information that we need from him extradited by then," Icos nodded, from what he gathered the man they were going after was a man used to violence. What he had to hope was that he could deliver pain and fear that Vras had never experienced, he learned things from the IIA that made him sick, and while he didn't like the idea of using such things he certainly wasn't ruling out having to.
The elevator opened up as if motioning for them all to split off now. Icos nodded towards the two twins, "May the Empress watch after you, my friends." He said, holding his hand out to shaken.

"So, if the Dragons getting the minister, who will we be getting?" Zahkriit said as he looked over at Icos, "Or are we both tackling the others on our own?" He straightened out his coat, and felt something in his pocket. He reached in, and pulled out a bullet. He gave a smile as the elevator door opened "Oh, Icos. I have something to show you." He said as he walked into the elevator.
